Bill has practiced law for over 40 years, focusing on municipal law, tax certiorari (reduction of real property taxes), commercial litigation, real property litigation, land use (zoning, variances, site plans), and contracts. During that time he has served as an attorney for numerous municipalities in Westchester County, beginning with a six year stint as Deputy Town Attorney for the Town of Harrison. Currently he is Counsel for the Town of Mamaroneck, a post he has held for almost 20 years.
Bill has appeared before the New York Court of Appeals, the United States Court of Appeals for the Second Circuit, the Appellate Division of the New York Supreme Court for the First, Second and Third Judicial Departments, the United States District Courts for the Southern and the Eastern Districts of New York as well as the New York Supreme Court in the Counties of Westchester, Putnam, Dutchess, Rockland, Orange, Ulster, Nassau, Saratoga and Suffolk and in each of the boroughs of the City of New York. In total, Bill has been counsel in 60 reported decisions rendered by the state and federal courts of New York.
His article "What Do Grapes and Federal Lawsuits Have in Common? Both Must Be Ripe"
appeared in the 2010-2011 Albany Law Review (74 Alb. L. Rev. 819) and was cited in three separate cases where the petitioners applied for permission to appeal to the United States Supreme Court. Another of his articles, "Of Keystrokes and Ballpoints — Real Estate, the Statute of Frauds and the Electronic Age" , which he wrote for the New York State Bar Association Journal was cited by the Appellate Division m Naldi v Grunberg (80 AD3d 1 [1st Dept 2010]).
